Tenor is Guibin Meng, Art team of Southwest military region, PLA.

Complete version, most probable first issue.    

 

 (Erlang Mountain is very famous mountain in West Sichuan Province, it over 5000 meters high. It near Dadu River and is the dividing mountain between Tibet area and common Chinese area. Road was built from Sichuan Province to Tibet in 1950's and the Erlang mountain is one of the key.).
