You are looking at a rare test pressing copy of the ultra-rare LETTER OF THE LAW by Christian artist LARRY NORMAN. 
The story goes that Larry pressed up 250 copies of this title to sell at an amusement park gig in the early 1980s. Mostly, these are songs written by Tom Howard sung by Larry and the Solid Rock Street Choir. 
This is item #135 of 250
