Vinyl in very good condition.

Some slight marks and light scratches.

Sleeve not in good condition.

The wheel doesn't work and the panel has come away (the wheel is still with the sleeve though). May be able to be repaired?

There are also creases on the laminate/sleeve and frays to the corners.
