Normally, I grade records under strong daylight. 

Dust on vinyl / sleeves does not have any bearing on grading, but usually most items will be delivered dust free.

Records are graded as follows:

Near mint / NM : A record that has never been played, or played minimally. No scratches or scuffs. The original dust jacket in pristine condition. The cardboard outer sleeve will have no signs of wear or damage.

Excellent EX : A record that has been played little, retains it's shine, may have very slight hairlines that do not impact sound quality. Original sleeve and inner in very near original condition.

Very good plus / VG+ : A record that has been played and carefully stored. May exhibit minor scuffs, hairlines that will not impact the sound quality. No scratches. Picture sleeves and inner sleeves may have some slight wear or a slight seam split.  

Very good / VG : A record that has been played and may have light scratches and / or scuffs, or other signs of use and wear. Picture sleeves and inner sleeves may have some wear or seam splits, may be marred by writing, tape or sticker residue.
