What is this vinyl ?
This is an Ultraman Flexi-disc(phono sheet) released by Keibunsha, a Japanese publishing company that once existed.
The sleeve is a book with illustrations manga of Ultraman and Kaiju. The illustrations have a dramatic touch and are very powerful. The release date is estimated to be 1966.
The reason is that the previous owner has written Showa 41nen and the book has Tsuburaya Productions' print mark is 1966.

It is definitely an item from the 1960s.
It is a rare and valuable item that is hard to find nowadays.

Brand New. The record is still packed.
Absolutely perfect in every way. Certainly never been played, possibly even still sealed.
Cover and extra documents like lyric sheet, booklet or poster are in perfect condition.
A nearly perfect record. A NM- record has more than likely never been played, and the vinyl will play perfectly, with no imperfections during playback.
The cover should look close to perfect with only minor signs of wear and or age.
The record shows some signs of having been played, but there is very little lessening in sound quality.
The cover and packaging might have slight wear but excellent aspect overall.
Most common condition for records. The record has been played a few times but displays no major deterioration in sound quality, no wear, despite occasional light marks.The average person would not notice anything wrong.
