Condition is Used. I rate conservatively.  The vinyl is a strong VG+ condition, plays excellent and looks great too.  
The outer sleeve has some light creases as well as a small amounts of surface damage.  Take a look at the pic, its not too bad, and not very noticeable.
This is an early 2003 reissue and the only issue with white vinyl as far I as I know.  Nice to listen to and nice collectible.
